This Bloomberg Harvard City Leadership resource is designed to raise questions and generate discussion about the challenges associated with adapting, leading, and collaborating in times of severe crisis.  

After several years of rain scarcity and a rainy season which underdelivered, Cape Town, South Africa was faced with an extreme drought of historic proportions. This one-in-300-year event exposed weaknesses within the municipal water system processes and surfaced deeply rooted inequities in water access. The case follows the journey of Mayor Patricia De Lille as she navigated this unprecedented challenge.
