The 'formality effect' with government communications
A working paper from the Harvard Kennedy School has found that formal government communications are more effective at influencing resident behavior than informal ones, despite previous beliefs to the contrary. The paper showed that recipients perceive formal letters as more credible and important, leading them to view the request as more important to act on.
